In a major relief to thousands of distressed homebuyers, the Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has announced a sweeping set of stringent guidelines aimed at resolving the crisis of stalled housing projects in the NCR region. The authority has officially mandated independent, high-level forensic financial audits for all residential developments in Noida and Greater Noida that are delayed by more than three years. The move is designed to track down funds that were illegally diverted by builders into shell companies.

Escrow Account Monitoring and Asset Seizures

Under the new regulatory framework, real estate developers will no longer have unchecked access to funds collected from buyers. UP RERA is enforcing mandatory escrow account monitoring, ensuring that capital meant for a specific project can only be utilized for its construction. Furthermore, the authority has been granted enhanced powers to attach and auction the personal assets and commercial properties of defaulting promoters to recover the mismanaged funds and ensure project completion.

Industry experts have welcomed the aggressive stance taken by UP RERA, stating that it is a much-needed purge of unethical operators from the sector.
